LIBRARY RULES AND REGULATIONS I. Borrowing Rules A. DOLE Personnel 1. Overdue Book Monitoring Form shall be issued to DOLE officials and employees holding permanent positions, which entitle them to borrowing privileges. 2. DOLE officials and employees are allowed to borrow materials for home reading. A maximum of two (2) circulation books at a time for a maximum of seven (7) days or one (1) week. 3. Reference books such as encyclopedias, dictionaries, law books, etc. including current issues of newspaper and magazines/journals, vertical files and other materials designated by the Librarian as non-circulatory are not allowed to be taken- out outside the library premises. With permission, material/s can only be photocopied. 4. Back issues of periodicals/serials may be taken out for overnight use only and should be returned on the following day at 9:00 am. 5. Borrowed materials must be renewed provided no other readers need them. All borrowed materials should be brought to the library by the borrower for renewal.
B. External User (Outside Researcher) 1. External user/s or outside researcher/s from other government, private agencies and non-government organization are required to present valid identification (e.g. company, PRC ID) while students are required to present a referral/guarantee letter signed by their Librarian or authorized official of the institution and a valid school identification. 2. Material/s that is needed can only be retrieved with the help of library staff. 3. External or outside researcher/s are allowed for Room-Use Only of the library materials that is needed. With permission, material/s can only be photocopied subject to the approval of the librarian.
II. On Overdues/Loses/Damage and Mutilation 1. The Librarian is authorized to recall borrowed materials that are overdue or even before its due date, if necessary. A recall shall be made verbally (personally or by phone). If there is no response after three (3) days, a written recall notice signed by the Librarian shall be given to the borrower. 2. Borrowers who failed to return an overdue material/s after being notified thrice by the library should not be allowed borrowing materials until unreturned material/s was settled. 3. Loss of any material/s while on loan must be reported immediately to the Librarian. Lost material/s should be replaced or paid at its current price plus 10% for processing cost of materials (COA Circular No. 94-012). 4. Borrower is held responsible for protecting any library material/s in his/her possession. Any damage, mutilation and defacement such as writing, marking, tearing of pages and taking out of library material/s without permission are strictly prohibited. Any violations are subject to appropriate actions or suspension of library privileges.
III. Rules of Conduct 1. Silence shall be observed in the library at all times. 2. Readers are not allowed to eat, smoke or entertain visitors inside the library. 3. Library users (outside researcher) should observe courtesy at a ll times. Any act of discourtesy toward librarians be duly noted for appropriate action. 4. Personal belongings should not be left unattended; the library is not responsible for their safekeeping.
